§ 2-152. Office of director of finance; powers and duties

  • (a) There is hereby established the position of director of finance for the city. The director of finance may serve as the treasurer of the city pursuant to section 2-3 of this Code and is not required to be a resident or elector in the city.

    (b) The director of finance shall have the powers and duties as follows:

    (1) Have charge of the administration of the financial affairs of the city under the direction of the city manager, and be the head of the finance department of the city.

    (2) Compile the budget expense and income estimates for the city manager.

    (3) Maintain a general accounting system for the city government and each of its offices, departments and agencies.

    (4) Supervise and be responsible for the disbursement of all monies and have control of all expenditures to ensure that budget appropriations are not exceeded; audit all purchase orders before issuance; audit and approve before payment all bills, invoices, payrolls, demands or charges against the city government and, with the advice of the city attorney, when necessary, determine the regularity, legality and correctness of such claims, demands or charges.

    (5) See that all taxes, assessments, license fees and other revenues of the city, for whose collection the city is responsible, and all other money receivable by the city from the county, state or federal government, or from any court, office, department or agency of the city are collected.

    (6) Submit to the city council through the city manager a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the city; and as of the end of each fiscal year submit a complete financial statement and report.

    (7) Supervise the keeping of current inventories of all property of the city by all city departments, offices and agencies.

    (8) Perform such other duties as may be required of him or her by the city manager.

    (9) Perform all duties on financial records imposed upon the city clerk by sections 40802 to 40805 of the Government Code.

    (10) Impose and/or negotiate the payment of an interest charge, at the highest rate allowed by California law, by and from any person or entity for any financial obligation due and payable to the city pursuant to federal, state, county or city statute, ordinance, resolution, or regulation or court order or contract.

    (c) The director of finance, when serving in the capacity of city treasurer, is authorized to invest city funds in accordance with sections 53601, 53607 and 53635 of the Government Code and investment policy as adopted by resolution of city council. The city treasurer shall make a monthly report of such investment transactions to city council.
