(a) The health officer shall make necessary and reasonable rules and regulations covering
ambulance and convalescent transport service operation, ambulance and convalescent
transport equipment, ambulance and convalescent transport vehicles, ambulance and
convalescent transport personnel, and standards of dispatch for the effective and
reasonable administration of this article. Prior to adoption, said regulation shall
be submitted to the emergency medical care committee and the city council and the
city manager for their comments.
(b) The health officer shall inspect the records, facilities, vehicles, equipment and
methods of operation of each license holder at least annually, and whenever such inspections
are deemed necessary.
