§ 2-163. Exemptions from the purchasing system

The purchasing officer, with approval of the city council, may authorize any city department or agency in writing to purchase or contract for specified supplies, services and equipment independently of the purchasing division, but the purchasing officer shall require that such purchases or contracts be made in conformity with the procedures established by this article, and shall further require periodic reports from the city department or agency on the purchases and contracts made under such written authorization.
