are necessary for the health, safety and welfare of the public.
Further, the city council finds and declares that when a building or structure so
moved is to be relocated or placed on a fixed site within the corporate limits of
the city that certain problems, conditions or requirements must be considered and
dealt with and, therefore, regulations are hereby set forth to deal with same for
the public health, safety and welfare.
