(a) It shall be unlawful for any person to engage in, conduct or carry on, or to permit
any person to engage in, conduct or carry on, in or upon any premises within the City
of Costa Mesa, the activities of a regulated sexually-oriented business without a
valid license issued for the specific activity pursuant to the provisions of this
chapter for each and every such regulated sexually-oriented business.
(b) It shall be unlawful for any persons to engage in or participate in any live performance
depicting, describing or relating to specified anatomical areas and/or involving specified
sexual activities in a sexually-oriented business unless the person first obtains
and continues in force and effect a sexually-oriented business performer's license
from the City of Costa Mesa as herein required.
