After public hearing and consideration of the report and recommendation of the city
manager, and any written materials submitted by the applicant or other persons, the
city council shall either grant the permit for a period not to exceed one (1) year,
grant the permit with conditions, or deny the permit upon determining that issuance
thereof would result in any one (1) of the circumstances set forth in section 9-195(1). The decision on appeal by city council shall be based on written findings, shall
be final and conclusive on the matter, and subject to California Code of Civil Procedure
section 1094.6.
