(a) It shall be unlawful for any person to hold, engage in, or conduct, within the City
of Costa Mesa, any special event subject to the provisions of this article and not
expressly exempt hereunder without having obtained a valid permit.
(b) The director is authorized to issue permits for special events pursuant to the procedures
established in this article.
(c) It shall be unlawful for any person to hold or conduct any special event subject to
the provisions of this article between the hours of 11:00 p.m. and before 7:00 a.m.,
unless under roof.
(d) Issuance of a special events permit pursuant to this article does not obligate or
require the city to provide city services, equipment or personnel in support of an
event although the director may provide such services, equipment or personnel if such
are reasonably available and the event organizer makes provisions to reimburse the
city for the cost thereof.
