Upon receipt of a completed application, and when the applicant has tendered the business
tax required, the tax collector shall process the application. If it is an application
for a business license for a new business or if it is deemed necessary, the tax collector
may submit the application to other departments as necessary, including the health
officer, if health and sanitation may be affected, to determine whether the business
and premises to be occupied meet the requirements of state law and city ordinances.
