§ 2-15. City seal
(a) City seal: The official seal of the City of Costa Mesa shall be in the form of a die approximately one and one-half (1½) inches in diameter, the face of which is as set forth below:

(b) Use of seal: It shall be unlawful and a misdemeanor for any person to make or use the seal of the City of Costa Mesa, or reproduction thereof, for any purpose other than for the official business of the City of Costa Mesa, its council, officers or departments, except upon approval of the city council by ordinance or resolution.
(c) Imitation of seal: No person shall place any imitation of the city seal on any written or printed material that is designated, calculated, intended or likely to confuse, deceive or mislead the public or cause the reader of such written or printed material to believe it to be an official city publication, and no person shall circulate or distribute any such written or printed material in the City of Costa Mesa. Any person violating this provision shall be guilty of a misdemeanor.
(d) Custodian of seal: The City Clerk of the City of Costa Mesa shall be the official custodian of the official seal of the city.
