As used in this chapter, the term "street" means any public street, road, highway,
lane, alley, court, sidewalk, parkway, easement or similar public place, or above
or below same, which now exists or which may hereafter exist within the city, including
any public highway within the city heretofore or hereafter constituted a state highway.
