§ 14-50.1. Level I reserve officers qualified to perform general law enforcement duties

(a) All reserve police officers who are issued a peace officer's standards and training
level I reserve officer certificate before January 1, 1981, or reserve officers appointed
pursuant to Penal Code Section 830.6(a)(2) and who have completed the basic course
prescribed by the Commission on Peace Officer Standards and Training (POST) for regular
peace officers, may be designated to possess the full powers of a peace officer as
provided by Penal Code Section 830.1, by the city manager on recommendation of the
chief of police, who has determined such reserve officer qualified to perform general
law enforcement duties by reason of the reserve officer's training and experience.
(b) This section retains in the chief of police the authority, control and command over
the reserve police force and permits the adoption of rules and regulations limiting
or designating the extent of authority of the various activities of the reserve officers.
