§ 14-20. "Regular police officers and members of police reserve" defined

As used in this chapter, the term "regular police officers and members of the Costa Mesa police reserves" means all regular police officer members of the police department of this city appointed and duly commissioned and sworn in, as provided by law, to perform the duties of police officers, or reserve police officers, and not retired from active duty, suspended or discharged.
